Russian troops continue to make tactical advances in the west of Donetsk Oblast, moving closer to encircling Velyka Novosilka and threatening Ukrainian supply lines leading to Dnipropetrovsk and Zaporizhzhia oblasts.

Ukrainian forces continue to suffer the consequences of their defeat in Vuhledar, a fortress town in eastern Ukraine’s Donetsk Oblast. Advancing past Vuhledar, a ramshackle Russian force is in a position to flank Ukrainian troops in their fallback position in the town of Velyka Novosilka.

According to the report, at around 6 p.m. on Nov. 21, Russian soldiers entered an apartment in a residential area of Toretsk and "deliberately" opened fire with automatic weapons on three civilians.
